Cheap Compeditive army

As the title says I am wondering what a few of the cheapest yet competitive lists might be ?

Soviet Armor Hordes or German Armor
(Plastic Soldier Company boxes can put plenty of tanks and infantry on the table quite cheaply)

When you ask about cheap are you speaking Dollars or Points costs? Dollars, then what mag said! also Points wise if you build using PSC Mk IVs and Infantry you can do a competitive army in dollars and points! Good Hunting, Gdub
